It's kind of like PC gaming vs console gaming. Like with console gaming, every PS3 game works on every model PS3, and for the most part, the only difference is memory capacity (or with older consoles, cosmetics). Downside is that you can't enhance the graphics, or upgrade the hardware etc etc.
PC gaming, you gotta make sure you buy/build a computer that can actually run the games and programs you want. You can't just sit there and say "I want to play Elder Scrolls Online" and pop it in any computer and expect it to run at full speed, or you can't buy a brand new computer and it's not a guarantee that the specs can handle Elder Scrolls Online.
