Yeah, Funimation announced that they got the licences for both the movie and Index II at the same time, and seeing how close they released Railgun S and Index II, then they probably dubbed them at the same time, so it'll make sense they dubbed the movie in the same sessions as well.
Though my only concern with the movie dub, is that the movie only character Arisa is a pop singer, so they have to translate her songs, and find someone who can sing and voice act.
