Tool fails to fit the prog metal definition (see 1st paragraph here), so I just think of them as Metal. Now, granted in a way, what defines a genre is arbitrary in some sense, but genres do largely fit certain criteria. (This is, after all, why we have so many different genres; they're meant to be descriptive of varying styles.) Anyway, I don't consider Tool prog, and I've never met a prog fan who really does.
