Some people see it defeating the purpose of it being animated if you're not following the manga, unless it's a comedy. Though some shows like Minami-Ke mix original stories with the manga stories in a single episode, but that's a comedy which goes back to the first sentence. It's kind of like movies based on books, except it's a TV series, and everyone flips shit when you don't do what's in the source material.
Also like I mentioned above, pretty much any show only gets commissioned for 12 or 25 episodes, and Japan doesn't like syndication like we're accustomed to. That's where DVD sales come in. Also they never had the problem like we did with stuff like Dragonball Z where they would just start the series over from scratch every time the season gets done airing, so you know when it's back on that it's new episodes instead of "are they done with reruns yet?"
